The main points of the proposal are:
• Reiterate that water is a public good and public goods are also the structures of the integrated water service;
• An industrial management water service that has a dimension of an appropriate scale, using the best technologies, and is designed with efficiency, effectiveness and economy;
• Local administrators, mayors in the first place, gathered in the water distribution have the task of taking the key decisions about the water service and then service objectives, the use of the resource, investment, limit the sustainability of the tariff, the expectation of the water service;
• Establishment of independent regulatory authority has powers of review of strategic plans and area plans, checking the adequacy of rates, which controls the activities of operators with powers of inspection and sanction;
• Introduction of a social tariff for the benefit of larger families and poorer segments ;
• Establishment of a national fund for regional redistribution of equipment and infrastructure water and the preservation of water resources to guarantee universal access to high quality service according to criteria of equity and solidarity;
• Participation, and warranty information for users is protected by the regulatory authority that grants all citizens the greatest possible transparency
